The design and development of any construction, regardless of its type, or its addressability, can only be made in accordance with the Local Urban Plan and the requirements for being granted the Construction Authorization.

So, we are talking about requirements and limitations related to the properties adjacent to your real estate. In this respect it is necessary to draw up the documentation for the Zonal Urban Plan. And then we refer to the Detailed Urban Plan, which covers the technical requirements for building within the plot of land you already own or that you want to acquire for a real estate project.
Before we begin the construction, we need to know the conditions in the urban planning certificate, without which the building permit cannot be obtained. For this, a Detailed Urban Plan (PUD) must be developed. This is an urban planning project realized either by a city architect or by a town planner, who are registered in the Romanian Registry for Town Planners (RUR).
The Detailed Urban Plan (PUD) is a technical documentation that is valid at local level, and it regards streets, markets or groups of land parcels. The PUD specifies information such as Land Use Coefficient (CUT), Height Regime (RI), Land Use Percentage (POT), property limits, access, connection to utilities, neighboring parcels and neighboring areas, etc.
The Detailed Urban Plan is submitted to the Technical Commission for Urban Planning and Territorial Arrangement (CTUAT), in order to receive the notice on which the Local Council or Town Hall can give their approval. The development of the Zonal Urban Plan (PUZ) influences the urban and zonal development and organization. It sets out regulations for a rural or urban area comprising of several plots of land with various functions such as housing, green areas, roads, access roads, commercial buildings, production sites or buildings belonging to state institutions.
The modification and implementation of the Zonal Urban Plan (PUZ) need to be done based on an Opportunity Study presented before the Technical Commission for Urbanism and Territorial Planning (CTUAT) within the Town Hall or the County Council. This study describes the investment that will change the use of plots and their specifications. In some cases, there is no Zonal Urban Plan documentation for the land you want to use for a construction project. Or, the status of the out-of-town terrain must be changed. The PUZ can also bring changes to the development of the urban infrastructure, the organization of the street network, the architectural planning for the urban areas, the urban indicators (alignment regime, Land Use Coefficient – CUT, Height Regime – RI, Land Use Percentage – POT, etc.). Prior to the PUZ documentation, the topographical survey of the land and the geotechnical study must be carried out. The latter provides parameters for the dimensions of the resistance structure of the building and the extent to which drilling can be performed.
